The Challenge
School divisions across the Commonwealth are routinely faced with difficult budget, planning, and resource allocation decisions—and are simultaneously challenged by increasing demands for expanded services. As educational technologies advance, school facility needs evolve, and student demographics change, school divisions benefit from reviews of policy, organizational structures, and operational systems. Periodic review of school resource management helps ensure the implementation of practices and systems that enhance not only operational efficiencies, but also the primary mission of our schools: student learning. CEPI offers research and analysis services addressing school resource management and related education administration concerns. Available services include analysis and intensive review of the following:
Relevant state constitutional, statutory, and regulatory requirements
Local requirements governing the establishment, operations, and governance of school divisions
School division financial, capital facilities, and operational resources
Division central administration
Instructional and student services
Our services may also include reviews of school division data as well as on-site visits and interviews with school personnel and school board members.

Our Team
The Institute maintains a nuclear staff led by Dr. William C. Bosher, Jr., Distinguished Professor and Executive Director, and serves as a broker in selecting and developing expert teams of researchers and practitioners for most of the Institute’s policy work and services. This networking and “brokering” approach incorporates the expertise of many University faculty as well as researchers, practitioners, and policymakers from across the state and nation. CEPI is pleased to offer a leadership team with extensive background and hands-on leadership experience in their respective fields. Our team members include:
Dr. William C. Bosher, Jr., Executive Director of CEPI and distinguished professor of public policy and education at VCU through a joint appointment in the L. Douglas Wilder School of Government and Public Affairs and the School of Education, is former Dean of the VCU School of Education and a past superintendent of schools in both Henrico and Chesterfield Counties. He is a former Superintendent of Public Instruction for the Commonwealth of Virginia.
Dr. Jo Lynne DeMary, Director of the Center for School Improvement at CEPI and professor of education at VCU’s Center for Public Policy and the School of Education, has served as Virginia’s Superintendent of Public Instruction under two governors. She is a former assistant principal, principal, elementary school supervisor, director of special education, and assistant superintendent of instruction in Henrico County.
Kathleen G. Harris, Deputy Executive Director at CEPI, brings 16 years of education law and policy experience to CEPI. She previously served as senior attorney at the Division of Legislative Services, where her primary assignment was counsel to the House Committee on Education in the Virginia General Assembly.
Dr.R. Daniel Norman, Senior Fellow and former Deputy Executive Director of the Institute, has extensive experience in school and division-level administration, including research, human resources, and institutional, strategic, and facility planning.
Dr. M. Kenneth Magill is the Executive Director of VCU’s School of Education Associates, which includes Continuing Education. Dr. Magill has served extensively in various school leadership positions, including Deputy Superintendent of Public Instruction in the Commonwealth.
Kenneth Crush has extensive service in finance and operational department supervision. Mr. Crush has worked in both city and county financial operations. He is a former Assistant Director of Finance for Henrico County and has served as the Assistant Superintendent of Schools in Henrico for Finance and Operations.
Dr. Edgar Wallin is widely known in Virginia for his outstanding knowledge and experience in curriculum and program development, secondary education, and human resource development, having worked both in Henrico and Chesterfield counties. He has also held leadership positions in his work with the Southern Association of Colleges and Schools.
Dr.Carl Chafin is currently an associate in the private sector organization, Eperitus, which offers a wide range of program, evaluation, and technical support services for school organizations. Having worked extensively as a leader in a local school division, he brings special expertise in research and data analysis as well as facility planning, school organizational planning, and population projections and analysis.
Dr. John J. Marshak is an Associate Professor at VCU in Educational Leadership who brings diverse experiences from his work across the United States, including involvement with a variety of educational settings as a public school administrator. He has taught Educational Leadership at two other universities.
