The 2001 General Assembly session began Wednesday, January 10,
2001. This year is a short, 46-day session, scheduled
to end on February 24, 2001. Cross-over day, the last
day for each house to act on its own bills, is February 6.
Presently, the House Education Committee is scheduled to meet on
Wednesdays at 9:00 a.m. in House Room C and Fridays at 9:00 a.m.
in the Appropriations Room. The Senate Education and Health Committee
will meet on Thursdays at 9:00 a.m. in Senate Room B. Sub-committees
will meet periodically throughout the session. Click for a schedule
of weekly meetings.
Discussion of proposed amendments to the 2000-2002 state budget
likely will dominate this session. The Governors proposed
budget amendments related to education include additional funding
for (1) schools accredited with warning or provisionally accredited,
(2) remediation, (3) expedited SOL re-testing and (4) algebra readiness.
However, no funding was proposed for teacher salary increases. The
revenue source for the two-year old school construction grants program
was changed from general funds to Literary Fund principal. Click

to the 2000-2002 Biennial Budget as Proposed by Governor Gilmore.
Education bills of interest that will be proposed during this session
include the following: (1) the hiring of retired teachers to teach
without the loss of retirement benefits, (2) the prohibition on
using the Standards of Learning (SOL) assessments as the sole criteria
for graduation, promotion, retention or school accreditation, and
(3) tax credits for educational expenses.
